How to apply for an Illinois Private Security Contractor license: a step-by-step guide

Getting licensed as a Private Security Contractor in Illinois is a six-step process administered by the Illinois Department of Financial and Professional Regulation (IDFPR). The licensure exam is just one piece. Here's the full sequence and what each step actually requires.

1. Confirm you're eligible

Under 225 ILCS 447/35-30, you must be:

  • At least 21 years of age.
  • A U.S. citizen or legal resident with the right to work in the United States.
  • Of good moral character (no felony or specified disqualifying convictions; the Department evaluates each application individually).
  • Able to demonstrate three years of full-time supervisory experience in a security-related field, or its equivalent as defined by the Act and rules. Military or law-enforcement service can count when properly documented.

2. Get the application packet

Download the Private Security Contractor application packet from IDFPR's website. The packet includes the main application, the experience verification form (which prior employers must sign), and instructions for fingerprinting.

3. Submit fingerprints for a background check

Schedule a fingerprint appointment with an IDFPR-approved livescan vendor. The fingerprints are submitted to the Illinois State Police and the FBI for a criminal history records check. Bring a government-issued photo ID. Cost is typically $50–80.

4. Submit the completed application

Mail your application packet — with the experience verification form, fingerprint receipt, and the application fee — to the address listed on the form. The Department reviews your application and notifies you whether you're accepted or denied as a candidate.

5. Schedule and take the licensure exam

Once IDFPR accepts you as a candidate, you'll receive notice from Continental Testing Services, Inc., which administers the exam on the Department's behalf. You'll be given the date, time, and location of your exam approximately 10 days in advance.

The exam is 75 questions in 90 minutes. Passing is a score of 70 or above. The blueprint:

  • Federal & State Law — 23 questions
  • Licensing & Practice Requirements — 12 questions
  • Security Practices — 40 questions (10 Planning & Administration, 12 Technology & Safety, 18 Security Operations)

6. Receive your license

If you score 70 or above, you'll get a PASS notice and an application for licensure. Submit the licensure application with the licensure fee, and the Department issues your PSC license. From PASS notice to license in hand is typically 4–6 weeks.

If you fail

You'll receive a FAILURE notice and an application for re-examination. Illinois has no fixed retake limit — as long as your eligibility remains valid, you can re-test at the next administration. Many candidates pass on a subsequent attempt.

Common pitfalls

  • Experience documentation. The most common reason applications get denied is incomplete experience verification. Have your prior supervisors sign and notarize the verification form before you submit.
  • Fingerprint timing. Fingerprint results take 1–3 weeks to come back to IDFPR. Don't wait until the last minute.
  • Cramming. The exam is broad enough that 1–2 weeks of cramming generally isn't enough. Plan for 4–6 weeks of structured study, especially if you're not currently working in security.
